FG VS STATES LAWSUIT AT THE SUPREME COURT ON LOCAL GOVERNMENTS AUTONOMY:
The local Government system is described as the government of the grassroots due to its closeness to the people that had former council chairmen becoming Governors Like Nyesom Wike,Caleb Muftwang,Lucky Igbinedion,I had my personal experience as a journalist with Dividend magazine a publication for Local Governments across the Nigerian federation,it was clear that local councils play critical roles in National development by virtue of their closeness to the people by undertaking projects such as Primary Health centers,Paying primary school teachers,grading and construction of feeder roads,building markets and town halls,however unfortunately since the return to civil rule in 1999 Most state Governors have hijacked the LG System by duplicating the roles of Local councils a classic example was former Ondo State Governor Olusegun Mimiko who created a ministry of Community development and cooperatives then appointed a former Local council chairman in clement faboyede who went ahead duplicating the roles of the Councils in the entire ondo state constructing health cares,water facilities,markets etc..
This move further eroded the functions of local councils by rendering them ineffective against the spirit of the 1976 Local Government reforms by the then Military regime of General Murtala Mohammed...The most bizarre move today is that most councils are now rendered useless by State Governments across Nigeria, where funds meant for Local councils are taken away by State Governors and given pittances to pay salaries only every month,infact the LG System has collapsed in its entirety from elections into councils supervised by Governors see them winning all the seats by their State Independent electoral commissions...The recent move by the Federal Government led by President Bola Ahmed Tinubu is worthy of commendation, he is an apostle of effective grassroots governance by showing a good example as Governor of Lagos State from 1999-2007 when he created 37 Local Council development areas(LCDA’S) a move that pitted him against then President Olusegun Obasanjo who declared such move as illegal and went ahead to seize Local councils allocation arbitrarily against the letters and spirit of a federal system of Government until the supreme court in a landmark Judgement ordered the release of the seized allocation to Lagos Councils.
With Local Government autonomy fully restored the third tier of Government can effectively run and people at the grassroots can begin to feel the impact of the Councils rather than the present state where they are rendered grossly incapable of performing their various mandates by the usurpation of their roles by State Governments across the Federation.
I pray that the Supreme Court judgment will guarantee democratic elections in the councils and stop Governors from appointing cronies as council chairmen by unilaterally dissolving Local councils at will...This move will encourage Nigerians with the leadership skills to run and vie for councillorship seats nationwide so that quality,sound and effective Governance can be provided to the masses who have suffered from bad governance at the grassroots due to the present unfortunate situation where the Councils have collapsed.
